Botswana Exporters Urged to Seize US Market as Section 122 Tariffs Expire

A vital window of opportunity has opened for Botswana’s export market. The Ministry of Trade and Entrepreneurship has officially announced that the United States Section 122 temporary global tariffs expired on July 24, 2026. Following this expiration, local exporters can once again take full advantage of duty-free access to the U.S. market under the African Growth and Opportunity Act, commonly known as AGOA.

This immediate relief is expected to safeguard the global competitiveness of Botswana’s key export industries, most notably our natural diamond sector. However, with the current AGOA framework acting as a transitional arrangement that expires on December 31, 2026, the clock is ticking for local businesses to maximise this trade corridor.

Understanding AGOA

The African Growth and Opportunity Act is a U.S. trade program designed to promote economic growth and development in sub-Saharan Africa. It grants eligible countries duty-free access to the U.S. market for a vast array of products. AGOA is currently the primary active framework governing Botswana’s duty-free exports to the United States.

The current extension serves as a bridge, pending an official U.S. Government announcement regarding the structural future of AGOA post-2026. In Washington, discussions regarding the potential renewal of AGOA are anticipated to heighten in September 2026.

The Current Landscape: What America Buys from Botswana

Botswana’s export relationship with the United States is currently highly concentrated. An overwhelming majority of our exports to the U.S. consists of diamonds, precious stones, and metals. In fact, in 2023, these items made up over $110 million of the total $111.89 million in goods exported to the U.S.. In April 2026, diamonds remained the top export to the U.S. at a value of $12.1 million. The U.S. is the largest market for natural diamonds globally, making up over half of the demand.

While the expiration of the Section 122 tariffs is a massive win that directly protects this crucial diamond sector, relying so heavily on a single commodity leaves our export economy vulnerable. This lack of diversity underutilises the extensive duty-free list that AGOA offers.

Untapped Potential: What Botswana Could Supply

The U.S. imports billions of dollars in goods annually from across the globe. By diversifying our manufacturing base, Botswana could capture a larger slice of this massive market before the December 2026 deadline.

The Ministry is heavily encouraging increased production and export expansion, specifically highlighting Agriculture and Agro-processing as high-potential sectors. Beyond these, there are several key areas where Botswana could successfully export en masse to the U.S.

Botswana’s beef is renowned, and a technical analysis has previously explored the market opportunities for exporting this product to the U.S.. There is immense potential to export premium, processed meat products to American consumers. Furthermore, Botswana used to export textiles to the U.S. under AGOA. While many companies have relocated, the country still possesses experience in this sector, making it a viable area for revival. Finally, handicrafts represent another underexploited sector that could gain a competitive edge using AGOA preferences.

Next Steps for Exporters

The Ministry of Trade and Entrepreneurship has urged all export groups, logistics networks, and local entrepreneurs to align their strategic planning with the adjusted December 2026 timeline.

To secure duty-free market access, there are strict compliance measures in place. All prospective and new exporters must register with the Botswana Unified Revenue Service, known as BURS, before initiating any shipments. The Ministry has stated it will continue to facilitate a conducive environment for international trade and provide updates as the post-2026 U.S. Government arrangements evolve.
